Abstract:
Human rights and freedoms must be protected against the illegal actions of
other individuals, the public power being considered to be responsible for the defense
of these rights and freedoms. Man must be protected from power by avoiding abuse
by state governing bodies. Limiting state power in relation to fundamental rights
and freedoms is the expression of a balanced relationship between the exercise of
sovereignty and its purpose. Any administrative act which infringes a right or a
legitimate interest may be challenged in the administrative court.
