Abstract:
The integrity, transparency and responsibility of the public administration
towards the community are elements that substantiate the community’s trust in
these institutions. Integrity means improving communication and the transparency
of the public decision-making process so as not to create the suspicion that the
private interest prevails over the public interest. For breach of duty, rules of conduct,
material damage caused, contraventions or offenses committed during the service
or in connection with the exercise of duties, as well as for lack of integrity in the
public sector leading to acts of corruption and related acts the civil servant bears
disciplinary, civil, contraventional or criminal liability.
