Abstract:
The existence of any state implies a manifestation of public power, related to concrete situations and challenges. The public power intervenes in order to regulate and harmonize social relations, being supported by its holders: local and central public administration authorities. In this article we identify those functions of deliberative authorities because they are holders of local public power and they are responsible for: good governance, coherent administration of public affairs, management of existing resources and economic infrastructure.
