Abstract:
The executive power is exercised by the Government, ministries and other
specialized bodies of the central public administration and local public administration
bodies. An important aspect of public administration bodies is that their entire
activity is carried out both in the interest of the state, of the administrative-territorial
units, and of private persons (individuals and legal entities). This particularity
of the public administration is very important especially in crisis situations such
as the current pandemic one, generated by Covid-19 virus. The relatively limited
experience of pandemic management has imposed certain limits on the exercise of
the functional powers of public administration bodies.
