Abstract:
In the MSSR, personnel policies always had an important place on
the decision-making agenda of the governing bodies, being considered strategic points
of general state policy. Aware of their role in the process of Sovietization and forma
tion of the new man, the Soviet regime paid more attention to personnel policies in the
field of education at all levels, but strategic became those in the field of higher education. The area chosen for analysis in this article is the personnel policy, applied during
the years 1966-1980 in higher education of journalistic profile in the MSSR, which directly aimed at two fundamental objectives, namely: 1) recruitment and retraining of
university professors in order to involve them in the training process of future journalists and 2) training of local scientific-teaching staff for higher education in journalism.
