Prin crearea unui aparat politico-administrativ în Basarabia autoritățile țariste promovau reprezentanții etniei grecești în toate sferele administrației publice din Basarabia. Factorii ce au influențat acest proces au fost condiţionaţi de
pregătirea profesională și intelectuală a elitei grecești, precum şi de cunoașterea mai multor limbi, inclusiv a limbii ruse.
Nu mai puțin importantă în această ordine de idei a fost și poziția protectoare a autorităților țariste față de imigranții
greci. Însuși statutul politico-juridic al Basarabiei din primul sfert al secolului al XIX-lea, favorabil pentru nobilii străini, a
fost unul de cotitură în constituirea elitei de nobili greci în acest teritoriu. Politica respectivă a fost determinată atât de
eforturile autorităților de a crea în teritoriul pruto-nistrean anexat un suport social al țarismului, o imagine pozitivă a
acestuia, cât și de interesele geopolitice ale Rusie în Balcani.
By creating a politico-administrative apparatus in Bessarabia, the Russian “tsarist” authorities promoted the representatives
of the Greek ethnic groups in all spheres of public administration in Bessarabia. The factors that influenced the process
were conditioned by the professional and intellectual training of the Greek elite, as well as the knowledge of several
languages, including Russian. No less important in this context was the protective position towards the Greek immigrants
from the Russian “tsarist” authorities. The political and legal status of Bessarabia in the first quarter of the nineteenth
century, favorable to foreign nobles, was a turning point in establishing the elite of noble Greeks in this territory. This
policy was determined by the authorities' efforts to create a social support to support “tsarism”, a positive image of it, as
well as the geopolitical interests of Russia in the Balkans.
