Complexitatea lumii moderne a generat faptul că, în prezent, fiecare țară se confruntă atât cu probleme de nivel
național, cât și internațional, numărul cărora crește sau se micșorează în funcție de atitudinea statului față de aceste
probleme. Problema socială reprezintă un proces social, o caracteristică, o situaţie despre care societatea sau un subsistem
al ei consideră că trebuie schimbat. Ea există dacă întruneşte două elemente: un obiect real care este sursa dificultăţilor:
poate fi un aspect negativ (de eliminate, de reducere) sau pozitiv (ceva ce trebuie realizat); iar al doilea element este
conştientizarea dificultăţii: aspectul este pus ca problemă, acceptat de membrii sistemului ca trebuind să fie schimbat
(o problemă devine problemă doar prin conştientizare). O problemă poate fi calificată drept socială dacă este în mare
măsură privită ca fiind indezirabilă sau ca sursă de dificultăți; este cauzată de acțiunea sau inacțiunea oamenilor sau a
societății; afectează sau se presupune că va afecta un mare număr de persoane.
Totodată, acest lucru poate fi pus în dependență și de percepția publică, cunoștința publică, distincția dintre probleme
sociale și probleme individuale. O problemă poate fi considerată socială atunci când aceasta este percepută, conștientizată
și înțeleasă de public, iar acest lucru poate fi realizat doar cu ajutorul mass-mediei. O condiție de principiu în
construirea mediatică a problemelor sociale este reflectarea sistemică, sistematică, obiectivă și echidistantă a acestora,
care ar fi în măsură să le proiecteze clar dimensiunile, amploarea și să formeze percepția publică în raport cu acestea.
Ele trebuie abordate astfel, încât publicul să fie capabil să delimiteze binele de rău și să conștientizeze importanța lui în
soluționare. Una dintre modalitățile cele mai eficiente de aducere a problemei pe agenda publică, de a o face recunoscută și
asumată de întreaga societate sunt campaniile sociale, inițiate de instituțiile mass-mediei.
The complexity of the modern world has generated the fact that in the present each country is confronted with both
issues of national and international level, the number of which increases or decreases depending on the attitude of the
state towards these problems. The social issue is a social process, a feature, a situation which the society or a subsystem
of it believes that it should be changed. The Social issue exists if it meets two elements: a real object which is the source
of the difficulties: it can have a negative or positive aspect; and the second element is the awareness of the difficulty: the
aspect is put as a problem and it is accepted by the members of the system that must be changed. An issue can be
qualified as social if it is largely regarded as being undesirable or as a source of difficulties: it is caused by the action or
inaction of the people or society; affects or it is assumed that will affect a large number of people.
At the same time this can be put in dependence and public perception , the distinction between social problems and
individual problems. A problem can be considered social when it is perceived, acknowledged and understood by the
public, and this can only be achieved with the help of the media. One of the most effective ways of bringing, of the
issue in the public eye, to make the recognized and assumed by the entire society, are the social campaigns initiated by
the institutions of the media
