EFICIENTIZAREA GESTIUNII ACTIVITĂȚII DE PREVENIRE ȘI COMBATERE A SPĂLĂRII BANILOR

Abstract

Scopul cercetării constă în elaborarea bazei teoretico-metodologice și evaluarea aspectelor economico-financiare ale activității de prevenire și combaterea spălării banilor în vederea eficientizării gestiunii acestei activități în Republica Moldova. Pentru realizarea acestui scop, vom urmări îndeplinirea următoarelor obiective: determinarea conceptuală a fenomenului de spălare a banilor în cadrul economiei contemporane; stabilirea metodelor de analiză, instrumentelor și pârghiilor de determinare a veniturilor obținute ilicit în cadrul economiei naționale; identificarea tehnicilor de spălare a banilor în domeniul financiar-bancar; monitorizarea riscului de participare a băncilor în procesul de spălare a banilor și elaborarea recomandărilor privind minimizarea acestuia în sectorul financiar-bancar al RM.

Целью исследования является разработка теоретической и методологической основы и оценка экономико - финансовых аспектов деятельности по предупреждени ю и борьбе с отмыванием денег , с целью повышения эффективности управления этой деятельностьи в Республике Молдова. Достижение указанной цели обусловлено решением следующих задач: концептуальное определение явления отмывания денег в современной экономике; установление методов анализа, инструментов и рычагов для определения доходов, полученных незаконно в национальной экономике; определение методов отмывания денег в финансовой и банковской сфере; мониторинг риска участия банков в процессе отмывания денег и подготовка рекомендаций по его минимизации в финансовом и банковском секторах РМ.

The aim of the research is to elaborate the theoretical and methodological base of the mechanism to prevent and combat money laundering, the assessment and analysis of economic and financial aspects of of anti-money laundering activity in the Republic of Moldova, elaboration and argumentation of recommendations geared toward combating the phenomenon of money laundering. In order to achieve this goal, we will pursue the following objectives: conceptual determination of the money laundering phenomenon within the contemporary economy; the establishment of the analysis methods, tools and levers for determination of the illicit income within the national economy; identification of the techniques of money laundering in the financial-banking field; the argumentation of the actuality and necessity of the anti-money laundering mechanism in the domestic banking system; the analysis of national experience on monitoring the risk of banks' participation in the process of money laundering; elaboration of recommendations for minimizing the risk of money laundering in the financial-banking sector of the Republic of Moldova.
