The Republic of Moldova as a member state of the Eastern Partnership has committed to cooperate with the European Union in order to ensure a good condition of life for its citizens without them emigrating to other states to ensure an adequate future for the family till the fact that we are acctually have problems such as the migration of young people, the low condition of natality, the commission of economic crimes, unemployment or security. Actually, the Republic of Moldova has signed the EU parteneship agreement that firmly expressing its preference to become a member of the European community by aligning itself with all international regulations for which it present gives priority required by the national problems, it is about the constitutional law, namely art.4 where it is offered priority of international normative acts in the field of human rights protection and art.8 stipulates that any inconsistency between constitutional-national regulations and international law need to become a subject to revision, giving priority to international law, but the European Union as an entity did not have the sovereign right of the states to take decisions by giving them the opportunity to exercise their sovereign right arrising from the principles by which the European community is governed, that of subsidiarity or proportionality, the right of every citizen of the community to make decisions on their own, to choose their own objective of future or the Union European acts to the detriment of the national law of the states when the action would be more effective to be carried out at the community level.
Republica Moldova ca stat membru al Parteneriatul Estic s-a angajat să coopereze cu Uniunea Europeană pentru a asigura cetățenilor săi un trai decent cetățenilor săi fără ca aceștia să emigreze în alte state pentru a asigura familiei un viitor adecvat datorită faptului că actualmente ne confruntăm probleme ca migrația tinerilor, rata natalității în scădere, săvârșirea infracțiunilor cu caracter economic, șomaj sau securitate. Actualmente Republica Moldova a semnat cererea de aderare la UE astfel exprimându-și ferm dorința de a deveni membru al comunității europene prin alinierea la acele reglementări internaționale pentru care de fapt le oferă prioritate datorită prevederilor naționale mai exact cele constituționale și anume art.4 unde se oferă prioritate actelor normative internaționale în domeniul protecției drepturilor omului și art.8 (Constituția Republicii Moldova nr.1 din 29.07.1994) stipulează faptul că orice neconcordanță între reglementările constituționale-naționale prevederile internaționale urmează a fi supuse revizuirii oferindu-se prioritate dreptului internațional însă Uniunea Europeană ca entitate nu a lipsit dreptul suveran a statelor în luarea deciziilor acordându-le posibilitatea de a-și exercita dreptul suveran reieșind din principiile după care se conduce comunitatea europeană cel al subsidiarității sau proporționalității dreptul fiecărui cetățean al comunității de a lua decizii pe cont propriu, de a-și alege propriul destin sau Uniunea Europeană acționează în detrimentul dreptului național al statelor atunci când acțiunea ar fi mai eficientă a fi îndeplinită la nivel comunitar.
