Abstract:
National minority media are the most vulnerable in the media market. Their characteristics
are an advantage for the target audience (language, subject matter, region of distribution or
broadcasting) and a disadvantage for advertisers (languages of limited groups, narrow subject
matter, small region of distribution). Such media should be assessed from two perspectives: the
functioning of the media itself and the protection of human rights in the context of national
minorities. This rule is guided by international organizations and structures that constantly
conduct comprehensive monitoring of the situation in individual countries, including the Republic
of Moldova. The results of their work are periodic recommendations to the states to create their
own system of support for these media, development of additional, clarifying documents, taking
into account the current situation in the countries and regions. The legislation of the Republic of
Moldova does not fully, but partially takes into account the proposed norms. Media regulation
needs to be finalized, taking into account the needs and possibilities of minority media.
