În acest articol se pune în discuție problematica privind administraţia publică centrală de specialitate, care îşi desfăşoară activitatea respectând principiile organizaţionale, unul dintre ele fiind desconcentrarea serviciilor publice. De asemenea, activitatea administrației publice centrale de specialitate este ghidată și de principii funcţionale, în primplan fiind cel care vizează colaborarea interinstituţională. Principiul desconcentrării presupune recunoaşterea unei anumite puteri de decizie, în favoarea agenţilor statului repartizaţi pe întreg teritoriul ţării (servicii publice desconcentrate). Atribuția de coordonare generală a activităţii serviciilor publice desconcentrate de către Oficiul teritorial al Cancelariei de Stat nu se rezumă doar la monitorizarea activității serviciilor publice desconcentrate, dar contribuie și realizează colaborarea cu subdiviziunile teritoriale
The content of this article discusses the issue of specialized central public administration, which carries out its activity respecting the organizational principles, is discussed, one of them being the deconcentration of public services. Also, the activity of the specialized central public administration is also guided by functional principles, in the foreground being the one aimed at inter-institutional collaboration. The principle of deconcentration implies the recognition of a certain power of decision, in favor of state agents distributed throughout the country (deconcentrated public services). The assignment of general coordination of the activity of deconcentrated public services by the territorial Office of the State Chancellery is not limited to monitoring the activity of deconcentrated public services, but also contributes to and achieves collaboration with territorial subdivisions.
