ŢINUTUL HOTIN ÎN STATISTICILE AUSTRIACĂ ŞI RUSEASCĂ DE LA SFÂRŞITUL SECOLULUI XVIII–ÎNCEPUTUL SECOLULUI XIX

Abstract

În baza izvoarelor publicate şi a celor de arhivă inedite,autorul analizează statistica Austriacă din1788 şi cea ruseas că din 1808, perfectată în anii de ocupaţie a Principatelor Române de armatele ruse,şi constată că ţinutul Hotin a prezentat un mare interes în planurile geostrategice şi geopolitice ale Austriei şi Rusiei la sfârşitul secolului al XVIII-lea –începutul secolului al XIX-lea. Aceste statistici, deşi nu pot pretinde la o exactitate absolută, din mai multe considerente, dictate atât de factori obiectivi, cât şi de factori subiectivi,prezintă un interes deosebit în studierea istoriei locale şi a proceselor de ordin demografic. În pofida acestui fapt,interesul şi importanţa lor este una vădită.Prezenţa unor statistici detaliate referitoare la mărimea, distribuţia şi compoziţia populaţiei era necesară pentru planificare a şi implementarea politicilor economice, sociale şi fiscale de dezvoltare, promovate de Austria şi Rusia în teritoriile anexate sau aflate în sfera de influenţă a acestor două imperii.Statistica austriacă înregistrează la 1788 în ţinutul Hotin 179 de locali tăţi:66 –în partea de sus a ţinutului şi 113 –în partea de jos;cea rusească din 1808 –173 de localităţi,cu un număr de 15.111 de familii,sau de cca 75.000 de persoane.

Based on published and unpublished archival sources, the author analyzes the Austrian statistics of 1788 and the Russian statistics of 1808, prepared during the occupation of the Romanian Principalities by the Russian armies, and ascertains that Hotin county, presented a great interest in geostrategic and geopolitical plans of Austria and Russia at the end of the eighteenth –beginning of the nineteenth century. The named statistics present a particular interest in the study of local history and demographic processes, although they can not claim to be absolutely exact, for several reasons,dictated both by objective and subjective factors. Despite this fact, their interest and importance is obvious. The presence of detailed statistics on the size, distribution and composition of the population was necessary for Austria and Russia in order to plan and implement economic, social and fiscal policies of development, in the territories annexed or under the sphere of influence of the two empires. Austrian Statistics of 1788 recorded in the Hotin county 179 localities, 66 –in the upper part of the county, and 113 –in the lower part; while the Russian one of 1808 –173 localities, with a total of 15.111 families, or about 75.000 persons.
