Analizând politica comercial-vamală a țarismului în Basarabia, autorii constată că aceasta era dictată de interesele economice și politice ale Imperiului Rus fată de teritoriile nou-anexate. Anexând un teritoriu ce nu-i aparţinea şi la care nu avea niciun drept, ţarismul nu-l includea imediat în sistemul economic şi politic al Imperiului, dar îl separa de pieţele tradiţionale europene prin cordonul sanitaro-vamal de la Prut şi Dunăre, iar de cele ruse – până în 1831 – prin cel de la Nistru. Respectiv, această măsură a influenţat direct asupra Basarabiei, în contextul relaţiilor comerciale ale Imperiului Rus cu ţările străine, inclusiv cu Imperiul Austriac. În prima perioadă, graţie prezenţei cordonului sanitaro-vamal şi unui sistem specific de reglementare a activităţilor comerciale, deosebit de cel din imperiu, care a impus dezvoltarea comerţului interior, începând cu 1831, odată cu unificarea vamală cu guberniile interne ruse, Basarabia a fost inclusă în sistemul comerţului european, ca parte integrantă a pieţei ruse şi, respectiv, a legislaţiei comerciale ruseşti. În prima etapă, examinată de autori, din interese economice şi fiscale, administraţia imperială adoptă un şir de măsuri, în scopul înviorării comerţului, sau, după cum indică unele surse, „prin relaţiile libere ale locuitorilor Rusiei cu locuitorii Basarabiei se urmarea scopul de a le crea condiţii pentru câştig reciproc si de a facilita comerţul acestei regiuni cu Turcia si Austria”. La început, decizia privind exportul mărfurilor din Basarabia în Imperiul Austriac putea fi adoptată doar de comandantul suprem al Armatei Dunărene amiralul P.V. Ciceagov, care depindea, în mare măsură, de diverse circumstanţe de ordin politic, economic şi, îndeosebi, militar. De fapt, comerţul cu Imperiul Austriac se afla în dependenţă directă de relaţiile ruso-austriece sau de situaţia internaţională la momentul adoptării diferitor decizii privitor la importul şi exportul mărfurilor. Când relaţiile ruso-austriece se ameliorau sau situaţia internaţională era favorabilă, exportul pâinii, al vitelor mari cornute şi al cailor era permis, iar când aceste relaţii se înrăutăţeau sau situaţia internaţională se agrava – comerţul era stopat. Influenţa şi faptul că pâinea, bovinele şi caii erau necesare atât armatelor ruseşti, staţionate în Principatele Române şi Basarabia, cât şi locuitorilor Basarabiei, pentru a putea îndeplini multiple prestaţii în folosul trupelor de ocupaţie, îndeosebi în perioada ostilităţilor ruso-turce. Respectiv, exportul şi importul de mărfuri deseori era stopat, iar ulterior reluat, ceea ce nu favoriza extinderea şi stabilitatea relaţiilor comerciale între aceste ţări. Pentru o anumită perioadă în Basarabia au fost păstrate tradiţiile stabilite în Moldova de peste Prut, ce permiteau negustorilor străini să mâne în regiune la iernat şi păşunat diferite vite, inclusiv cai, fără achitarea taxelor; pentru gonitul lor înapoi peste hotare se percepea o anumită taxă. Această situaţie era destul de avantajoasă, în special, pentru proprietarii şi negustorii austrieci, care, ulterior, au transformat-o într-o afacere comercială profitabilă modernă, arendând – în special în sudul Basarabiei – păşuni şi muncitori pentru creşterea atât a animalelor aduse de peste hotare, cât şi a celor achiziţionate de la localnici, pentru exportul prin vama de la Noua Suliţa în Imperiul Austriac.
Analyzing the trade and customs policy of tsarism in Bessarabia, the authors find that it was dictated by the economic and political interests of the Russian Empire in relation to the newly annexed territories. By annexing a territory that did not belong to it and to which it had no right, the tsarism did not immediately include it in the economic and political system of the Empire, but separated it from the traditional European markets through the customs cordon sanitaire at the Prut and the Danube, and from the Russian ones, until 1831, at the Dniester. Respectively, this measure directly influenced Bessarabia in the context of the commercial relations of the Russian Empire with foreign countries, including the Austrian Empire. Starting with 1831, after the customs unification with the Russian governorates, Bessarabia was included in the European trade system, as an integral part of the Russian market. In the first stage examined by the authors the imperial administration adopts a series of measures out of economic and fiscal interests in order to revive trade, or, as some sources indicate, “through the free relations of the inhabitants of Russia with the inhabitants of Bessarabia, the aim was to create the conditions for mutual gain and to facilitate the trade of this region with Turkey and Austria”. At first, the decision to export goods from Bessarabia to the Austrian Empire could only be made by the Supreme Commander of the Danube Army, Admiral P.V. Chichagov, and this largely depended on various political, economic and, especially, military circumstances. In fact, trade with the Austrian Empire was directly dependent on RussianAustrian relations or the international situation at the time of making certain decisions regarding the import and export of goods. With the improvement of Russian-Austrian relations or a favorable international situation, the export of grain, cattle and horses was allowed, and with the deterioration of these relations or the international situation, trade was stopped. The circumstance was also significant that both the Russian armies stationed in the Romanian principalities and Bessarabia and the inhabitants of Bessarabia needed bread, cattle and horses in order to be able to carry out numerous duties for the benefit of the occupying forces, especially during Russian-Turkish hostilities. Accordingly, the export and import of goods often stopped and then resumed, which did not contribute to the expansion and stability of trade relations between these countries. For a certain period in Bessarabia, the traditions were preserved, which allowed foreign merchants to bring various cattle and horses to the region for wintering and grazing without paying taxes; a certain fee was charged for bringing them back abroad. This situation was quite advantageous, in particular, for the Austrian livestock owners and merchants, who later turned it into a profitable commercial business, renting especially in southern Bessarabia pastures and laborers for raising both imported animals and those purchased from locals, for export through Noua Sulița customs to the Austrian Empire
