Scopul principal al protecției mediului este ocrotirea omului, crearea condițiilor pentru dezvoltarea fizică şi psihică a lui într-un mediu favorabil dezvoltării. Omul are datoria morală de a interveni şi a proteja mediul sau cel puţin de a se abţine de la poluare în scopul restabilirii echilibrului ecologic perturbat. Soluţionarea problemelor de mediu sînt de competenţa statului, deoarece poluarea şi combaterea ei este o problemă naţională, statul fiind cel ce stabileşte regulile de conduită, inclusiv şi în domeniul protecţiei mediului. Statul, prin organele sale specializate, poate să urmărească respectarea normelor de drept în domeniul mediului, de asemenea fiind în drept să aplice sancţiuni în cazul încălcării de către persoane a normelor legale imperative. De asemenea, autoritățile statatale specializate, sînt competente să soluţioneze litigiile ce apar în procesul de exploatare a mediului.

The state, through its specialized bodies, can monitor compliance with the legal norms in the field of the environment, also being entitled to apply sanctions in case of violation by persons of the mandatory legal norms. Also, the specialized state authorities are competent to resolve disputes that arise in the process of environmental exploitation.
